We try — we psychoanalyze criminals, we diagnose societal ills, and we create systems of formalized punishment. At the end of it all, though, these acts remain shrouded in mystery; otherwise, we would see them coming and stop them. When terrible things happen, they leave us feeling defenseless, scared, and riddled with "what ifs."
